Molina v. McFadden et al; 19-6110; Because Molina has not made a
substantial showing of the denial of a constitutional right, Miller-El v.
Cockrell, 537 U.S. 322, 336 (2003), there is no basis to issue a certificate of
appealability.

USA v. Quentin Scott et al; 17-0151; We deny Mr. Scott���s motion for compassionate release without
prejudice because he does not present sufficient information to establish
extraordinary and compelling reasons for release, the § 3553(a) factors weigh
against his release, and he presents a danger to the community.
BY BAYLSON, J.
Concepcion v. Russell et al; 21-1060; For the foregoing reasons,
the Court will grant Concepcion leave to proceed in forma pauperis
and dismiss his Amended Complaint in its entirety for failure to state a claim
pursuant to 28 U.S.C. § 1915(e)(2)(B)(ii).

Jhang et al v. Kim et al; 13-6359; For the foregoing reasons, summary
judgment for Defendants is entered on Count I. As this Court is declining to
exercise supplemental jurisdiction on Counts II-VIII, those claims are
dismissed without prejudice to an action filed in state court.
