(PPS) Philadelphia Prison System, et al; 21-0791; For the foregoing reasons, the Court will grant Rice leave to proceed in forma pauperis, dismiss his claims against the Philadelphia Prison System and PICC with prejudice, and dismiss the remainder of his Amended Complaint without prejudice pursuant to 28 U.S.C. § 1915(e)(2)(B)(ii) for failure to state a claim.
