Pratt v. Marsh et al; 19-0416; The Court overrules the objections to Magistrate Judge Sitarsk�s R&R and adopts the R&R�s findings and recommendations in their entirety. Pratt�s petition for habeas relief is denied and dismissed. The Court further declines to issue a COA or hold an evidentiary hearing.

Leto v. Illum et al; 20-0884; The negotiated amount ($415.39) to be paid as a final lien reimbursement to the Pennsylvania Department of Human Services is appropriately addressed by the settlement. The requested $4,399.00 reimbursement of the Estate�s expenses is reasonable as is the $7,595.36 requested for counsel�s expenses. An appropriate Order follows.
