District Court

MEMORANDA AND ORDERS

APRIL 19, 2024

BY DIAMOND, J.

USA v. Ashford et al; 20-0115; I decline to issue a certificate of appealability as reasonable jurists could not disagree with my resolution of this matter.

BY GALLAGHER, J.

Haymes v. Garman et al; 21-1022; Here, Haymes has failed to meet his burden to show that a certificate of appealability should issue in this case.

Mercer-Spencer v. Spencer et al; 24-0834; For the foregoing reasons, the Court will grant Mercer-Spencer leave to proceed in forma pauperis and dismiss her Complaint in part with prejudice and in part without prejudice pursuant to 28 U.S.C. 1915(e)(2)(B)(ii) for failure to state a claim.

BY BEETLESTONE, J.

Abira Medical Laboratories, LLC v. Blue Cross Blue Shield of Missouri; 23-4940; Because the Court lacks personal jurisdiction over Defendants BCBS Missouri and Anthem Missouri, this matter must be dismissed.

BY WOLSON, J.

Desandies v. Encore Group (USA), LLC; 24-1044; I therefore impose sanctions and strike Encore Groups affirmative defenses.
